Steps:
1. In a mixing bowl, combine flour, baking powder, salt, and black pepper.
2. Add the eggs and milk, whisking until smooth and well combined.
3. Stir in the corn kernels and scallions.
4. Heat the vegetable oil in a large skillet over medium heat.
5. Drop spoonfuls of the batter into the skillet, flattening them slightly with the back of the spoon. Cook until they turn golden brown, about 3-4 minutes per side.
6. Transfer cooked fritters to a paper towel-lined plate to drain excess oil.
7. In a small saucepan, combine honey and chili flakes over low heat, stirring until warm and mixed. Drizzle over the fritters just before serving.
